Session I: National Disaster Risk Reduction Management Framework

Undersecretary Proceso T. Domingo is the current Head of the Office for Special Concerns of the National Disaster Risk Reduction Management Council under the Office of Civil Defense (NDRRMC-OCD).
 
Prior to his stint with the NDRRMC-OCD, he was Undersecretary for Defense Affairs at the Department of National Defense from April 19, 2010 to July 18, 2010.  He then became Undersecretary, Officer-in-Charge of the National Defense College of the Philippines from July 19, 2010 to September 18, 2010. He later on held the position of Chief Information Management Office-DND from September 19, 2010 to June 01, 2010.

USEC Domingo is a graduate of Bachelor of Science in Civil Engineering at the University of Santo Tomas and received his Master’s and Doctorate Degree in Education from the Wesleyan University of the Philippines.  He is a Career Executive Service Officer (CESO-I) and at the same time a reserve Lieutenant Colonel of the Philippine Army.

USEC Domingo attended various trainings and schooling programs further honing his capacity to hold administrative and supervisory positions such as President of the Philippine Water Works Association and Administrator of the National Irrigation Administration.
 
In June 2001 he was awarded by the Department of Agrarian Reform and Provincial Agrarian Reform Coordinating Committee for his continued support and cooperation towards the successful implementation of the Comprehensive Agrarian Reform Program in the Province of Nueva Ecija.
